Minutes of the
REGULAR MEETING For the
City Council of Lookout Mountain, Georgia
May 17, 2007

PRESIDING:  Thomas G. Gifford, Mayor

PRESENT:  Council Members Dennis Eischeid, Ray Seipp, Sandy Gothard, and Daniel Pettway, City Attorney Bill Pickering, and Chief Wallace Taylor.

CALL TO ORDER:  Mayor Gifford called the meeting of the City Council to order at 5:30 p.m. at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia.  

APPROVAL OF MINUTES:  The minutes of the regular meeting held on April 19, 2007 were approved as submitted.

WALKER COUNTY SENIOR CITIZEN’S DAY:   Dennis Eischeid gave a report on the well attended Senior Citizen’s Day celebrated in Walker County.  There were over 600 senior citizens there, and our recognition of the day was appreciated.

PEDESTRIAN PATHWAY – Daniel Pettway reported that the final contract had been signed by the Mayor and submitted to the State for the last round of signatures required.
When the contract is returned the City will be able to start the bidding and then construction phases.   

STORMWATER REPORT:  Mayor Gifford distributed the current stormwater activity report.  A copy of which is attached.  

LINDSEY McGOWAN PRIVILEGE LICENSE:  Lindsey submitted a request for a privilege license for her in home custom stationary business “Sugarplum Paper & Co.”    After discussion and confirmation her business met the city guidelines it was moved, seconded and approved to grant the license as requested.

CITIZENS’ PARTICIPATION:

A.   A lady from the TN side of the mountain, who chose not to identify herself, expressed a concern on the lack of a guard rail on Fleetwood Dr. on the big curve & dip just past Fairyland Club.  After some discussion, it was agreed this would be taken under advisement to see what further action, if any, needed to be taken.

A.Jimmy Campbell addressed the council concerned about the TAWC rate increase and would we consider a change in the Sewer rate as a result of this. The Mayor advised that this would be reviewed in the June budget process.


C. Virginia Hitching Andrews to express her profound thanks to the city and all it’s employees for the wonderful care given to elderly members of the Hitching, Andrew, Doubleday family and to the elderly in general on the Mountain.  This sentiment was echoed by Mike Doubleday, and they presented the city with generous contributions on behalf of their families.

BUDGET SCHEDULE:

The budget schedule was set as follows:

a.Work session would be Wed. June 6 at 5:30 at City Hall.
b.Public hearing would be at 5:00 PM on June 21 prior to the regular scheduled meeting at 5:30 on the 21st.
c.2nd reading would be in a called meeting on Thursday June 28th at 7:30 AM.

MAYOR’S REPORT:

a.The new Police car has arrived and been equipped. We are exploring ways to sell the old car and the old sewer struck.
b.The mayor urged citizen’s to get there new city decals purchased.  The deadline had been extended to June 1st.
c.The mayor personally and on behalf of the council expressed his thanks and appreciation to Mary Katherine for her service to the city after seven years of service.


There being no further business, the meeting was adjourned.
