REGULAR MEETING
For the
City Council of Lookout Mountain, Georgia
June 21, 2007
 
PRESIDING: Thomas G. Gifford, Mayor
 
PRESENT: Council Members Catherine Kelley, Ray Seipp, Daniel Pettway, City Clerk Dana Driver, City Attorney Jamie Hurst, and Chief Wallace Taylor.
 
CALL TO ORDER: Mayor Gifford called the meeting of the City Council to order at 5:30 p.m. at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia. 
 
APPROVAL OF MINUTES: The minutes of the regular meeting held on May 17, 2007 were approved as submitted.
 
PRIVILEGE LICENSE – Jackie Harling submitted a request for a privilege license for her business “The Blind Express.” The business will sell and install blinds, shades and window treatments. No manufacturing will take place. After discussion and confirmation her business met the city guidelines it was moved, seconded and approved to grant the license as requested.
 
PROBATION SERVICES PROPOSAL – Chief Wallace Taylor reported that we needed to comply with the probation of any offenders. Probation Services of Trenton, Georgia would manage offenders that were placed on probation. Motion was approved To allow Chief Taylor and/or Mayor Gifford to execute a contract with them at a fee of approximately $40/month.  
 
PEDESTRIAN PATHWAY – Daniel Pettway reported that he and Chief Taylor had been working on the relocation of 2 fire hydrants, 3 water meters and 1 telephone pole. The relocation of these utilities would be completed in the next few weeks. He also reported that we were still waiting on the last round of signatures from Atlanta.  
 
STORMWATER REPORT: Mayor Gifford distributed the current stormwater activity report. A copy of which is attached. 
 
FIRST RESPONDER TRAINING – Police employees had completed a 1st responder training course. This course was helpful in the rescue of a young man in a four wheeler accident the previous weekend.   The 1st Responder class will be offered to our other employees and the Rock City employees at a later date.
 
ORDINANCE ADOPTING BUDGET FOR 2007-2008: Attorney Jamie Hurst read in its entirety an ordinance to adopt the budget for the City of Lookout Mountain, Georgia, for the fiscal year July 1, 2007, through June 30, 2008. Upon motion duly made, seconded and unanimously passed, the ordinance was approved on first reading.
A copy of the budget is attached.

the fiscal year July 1, 2006, through June 30, 2007. Upon motion duly made, seconded and unanimously passed, the ordinance was approved on first reading. A copy of the amended budget is attached.
 
 
MAYOR’S REPORT:
 
a.       The mayor introduced The lovely, talented, efficient, and cheerful Dana Driver as our new city clerk.
 
b.      The mayor still urged citizens to purchase city decals. The city would be administering road blocks to check for decals.
 
c.       Renovations to the City Hall bathrooms were completed now.
 
d.       The council approved $7,500 to continue improvements to City Hall including paint and new carpet.
 
There being no further business, the meeting was adjourned.
