CALLED MEETING

For the

City Council of Lookout Mountain, Georgia

May 22, 2008

 

PRESIDING:  Thomas G. Gifford, Mayor

 

PRESENT:  Council Members Dennis Eischeid, Daniel Pettway, Sandy Gothard, Catherine Kelley, City Clerk Dana Driver, City Attorney Bill Pickering, and Chief Wallace Taylor.

 

ABSENT:  Ray Seipp

 

CALL TO ORDER:  Mayor Gifford called the meeting of the City Council to order at 5:30 p.m. at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia. 

 

APPROVAL OF MINUTES:  The minutes of the regular meeting held on April 17, 2008 were approved as submitted. 

 

JENKS PARKER – Jenks Parker of Good Works Recycling presented his mid-year report to the Council.  Good Works Recycling has a customer base of 55 households in Georgia, collecting over 4600 lbs of recyclables taken to the Orange Grove Recycling Center.  These 4600 lbs. represented 243 cubic yards not taken to the Walker Co. landfill.  The Mayor and Council thanked and congratulated Mr. Parker on his success and service to our community.  

 

STACY MAUER Stacy Mauer, President of the Walker County Chamber of Commerce, presented to the Council twenty complimentary passes to the next Chamber luncheon.  Ms. Mauer thanked the Council for their support of the Chamber.  Ms. Mauer informed the Council of the Chamber’s project aimed at Walker County becoming more entrepreneur friendly.

 

GIRMA ENVIRONMENTAL RIDER – The Mayor requested that the Council approve an environmental package from GIRMA that cover the City in case of an environmental claim. The motion was made, seconded and approved to add a $2,550 environmental rider to the City’s GIRMA insurance policy.

 

MANDATED SEWER MONITORING EQUIPMENT – The Mayor informed the Council that Moccasin Bend Wastewater Treatment Plant is now requiring monthly reporting of hydrogen sulfide levels in order to keep the odor under control.  The necessary equipment to test these sulfide levels will cost the City $1,725.00.  Motion was made, seconded and approved to purchase the gas alert testing equipment to monitor the hydrogen sulfide levels. 

 

 

CATHERINE FOX – ENGINEERING PROPOSAL – Catherine Fox, the City’s stormwater consultant, has put together a proposal that would enter into an agreement with an engineering firm that assist the City with reviewing engineering drawings before they are submitted to the State of Georgia.  The motion was made, seconded and approved to allow Fox Environmental, LLC and Edison Engineering Group to provide  stormwater engineering services to the City on an as needed basis.

 

MONTHLY STORMWATER & SEWER REPORT –- Copies of the current storm water activity report were distributed to the Council.  A copy of which is attached.

 

TOWN CENTER PLAN – The Mayor and Council reviewed the Town Center planning process.  Everyone was pleased with the process and the positive response from the Community.   The Mayor was encouraged to proceed with finalizing details with Scott Maclellan on how to proceed  as quickly as possible to make the Town Center a reality.
