REGULAR MEETING

For the

City Council of Lookout Mountain, Georgia

August 21, 2008

 

PRESIDING:  Thomas G. Gifford, Mayor

 

PRESENT:  Council Members Dennis Eischeid, Daniel Pettway, Sandy Gothard, Catherine Kelley, City Attorney Bill Pickering and City Clerk Dana Driver.

 

CALL TO ORDER:  Mayor Gifford called the meeting of the City Council to order at 5:30 p.m. at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia. 

 

APPROVAL OF MINUTES:  The minutes of the regular meeting held July 17, 2008 were approved as submitted. 

 

CHAPELBROW UPDATE / PUD – Frank Brock appeared before the Council to give an update on his proposed Chapelbrow development to be located on the 56-acre Howell tract and the 40-acre Lawrence tract.  Frank updated the Council on his discussions with Walker County, Covenant College and the mayor regarding infra structure development that will be required. Brock explained that the assisted living facility would be constructed first but that certain requirements would have to be met first. 

 

The need to develop a PUD for the development was discussed. Councilman Daniel Pettway emphasized the need for open and in depth discussion on the details of implementing this project and it’s effect on the Mountain.

 

The Council encouraged the Mayor to come back at the September meeting with a recommendation on how to proceed with the PUD.  

 

PEDESTRIAN PATHWAY MAINTENANCE – Councilman Pettway made a motion that the City enter into a professional services agreement with the W.D. Scott Company for the cleanup and maintenance of the Pedestrian Pathway for $245 a month.  Motion was seconded and approved.

 

SEWER RATES – The Mayor announced that the Moccasin Bend sewage treatment plant has raised its rates by 14%. The Mayor stated that after reviewing the budget, the City needed to pass on only a 3% increase.  An ordinance was passed on first reading to increase sewer a rates to reflex the 3% increase. The Ordinance will have a second reading at the next regular meeting on September 18, 2008. 

 

MONTHLY STORMWATER & SEWER REPORT - Copies of the current storm water activity report were distributed to the Council.  A copy of which is attached.

 

MAYOR’S REPORT

1) The Mayor announced that free firewood was available to the residents and is located on the top of the hill next to the maintenance garage.

 

2) The Mayor addressed the issue of golf carts within the City limits.  According to Georgia state law, golf carts are allowed on city streets as long as they do not cross any intersection, whether city, county or state road.  Vice Mayor Eischeid suggested that City Attorney Pickering send a letter to the owners of current golf carts explaining the law.  The police would write citations to anyone that did not obey the current laws.
