REGULAR MEETING
For the
City Council of Lookout Mountain, Georgia
August 16, 2007
PRESIDING: Thomas G. Gifford, Mayor
PRESENT: Council Members Dennis Eischeid, Catherine Kelley, Ray Seipp, and Daniel Pettway, Sandy Gothard , City Clerk Dana Driver, City Attorney Bill Pickering, and Chief Wallace Taylor.
CALL TO ORDER: Mayor Gifford called the meeting of the City Council to order at 5:30 p.m. at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia.
APPROVAL OF MINUTES: The minutes of the regular meeting held on July 19, 2007 were approved as submitted.
PRIVILEGE LICENSE REQUEST – “Scenic City Recycling Service” – Leland Carter of Scenic City Recycling presented a request for a privilege license. This service would pick up recyclables including paper, plastic, glass, and aluminum cans each Thursday for a monthly fee of $15 / month or a yearly fee of a $150. Scenic City would provide one bin with a lid to each customer. The paper and plastic items would be delivered to at the Orange Grove Recycling Center. The aluminum cans would be retained at Mr. Carter’s property, not in the city limits until a later time for resale. Mr. Carter stated he was fully insured with his vehicle. Attorney Pickering and the council asked that he provide a report to the council as to how much recycling is being picked up each month. Motion was granted to approve the license as requested.
APPALACHIAN TAX SERVICES PROPOSAL – Rick Baxter of Appalachian Tax Services of Lawrenceville presented a proposal to the council by his company to provides services to collect delinquent taxes. The cost to the city would be nominal and most of these costs would be incurred by the delinquent taxpayer. Attorney Pickering would need to review the contract and the local ordinance. Motion was made to approve the proposal as long as it met the requirements of our ordinances and was approved by our City Attorney.
COMMUNITY SWIMMING POOL PROPOSAL – Gail Ligon presented a concept that the Lookout Mountain community build a community swimming pool. Mrs. Ligon stated that she and some others had done some research regarding other local community swimming pools. To date, about 75 families were interested in a community pool. Councilman Pettway asked if this pool would be a municipal run or a privately run pool. Mayor Gifford suggested that Mrs. Ligon consult with the Lookout Mountain, TN side and the recreation board to further the development of this idea.
PEDESTRIAN PATHWAY ANNOUNCEMENT – Councilman Pettway announced that the Pedestrian Pathway had finally been approved with all of the required signatures. by the Georgia Department of Transportation. The bid process can now begin which will be handled by Barge Waggoner. The sealed bids would be opened on Monday,

September 10 at 2:00pm at City Hall. The groundbreaking could take place as early as October.
STORMWATER & SEWER REPORT – CTI has submitted the final report of the south end of the sewer system as previously authorized earlier in the year. The report and related issues will be discussed at the September meeting.
CITY STICKERS – Chief Taylor still urged citizens to purchase city stickers for their vehicles. He emphasized the importance of the safety issues for these stickers. Councilwoman Kelley proposed having a friendly roadblock and giving citizens one week to pay.
There being no further business, the meeting was adjourned.
