CITY COUNCIL OF LOOKOUT MOUNTAIN, GEORGIA
Thursday, December 16, 2010
PRESIDING: William P. Glascock, Mayor
PRESENT: Council Members David Bennett, Catherine Kelley, David Fussell, Sandy Gothard, Blair Ramey; City Attorney Bill Pickering; and City Clerk Cindy Roberts.
CALL TO ORDER: Mayor Glascock called the meeting of the City Council to order at 5:30 p.m. December 16, 2010, at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia. Sandy Gothard opened the meeting with a prayer.
APPROVAL OF MINUTES: The minutes of the regular meeting held November 18, 2010, were approved as submitted.
THOMAS GIFFORD – RESOLUTION: Mayor Glascock read in its entirety a proposed resolution honoring former Mayor Thomas G. Gifford for his years of service and dedication to the City. Upon motion duly made and seconded, the resolution was unanimously approved.
ANNUAL AUDIT REPORT: Mr. Paul Johnson presented his audit report for the City’s 2009-2010 fiscal year (ending June 30, 2010). Copies of the report and financial statements were given to the Council. Mr. Johnson commented that the report was a "clean" report that would be accepted by the State of Georgia. The City's overall financial position remains essentially the same as the previous year.
TOWN CENTER UPDATE: Mayor Glascock stated that he had appointed Councilmen Sandy Gothard and David Bennett to work with Scott Maclellan to move the Town Center project forward. Councilman Gothard reported that he and Councilman Bennett had talked with Mr. Randall Gross of Washington, DC, about conducting market research and preparing a financial feasibility study for the proposed Town Center. Mr. Gross will provide input on zoning, the site plan and other matters. Mr. Gross's fees are estimated to be $13,055.00 including the preparation of a pro forma. Councilman Gothard asked the Council to approve up to $7,000.00 to cover half of Mr. Gross’s fees. (Mr. Scott Maclellan has agreed to pay the other half.) Upon motion duly made, seconded and unanimously passed, the Council voted to retain Mr. Gross to conduct the study at a cost to the City of up to $7,000.00, subject to the negotiation of an acceptable contract.
PUBLIC WORKS BUILDING: Mayor Glascock referenced the fact that the City's property on Lula Lake Road would be suitable or a new public works building. The Mayor suggested that the City issue a request for proposals on the building. Councilman Fussell suggested that the City wait on the market research analysis for the Town Center before proceeding with the public works building project, and this matter was tabled for further discussion.
MONTHLY STORMWATER & SEWER REPORT – The monthly stormwater and sewer report was provided to the Council and is self explanatory.
MAYOR’S REPORT – The Mayor thanked Walker County for providing a new lime base material for keeping the roads safe for travel during snow and ice. The material was provided at no charge to the City.
