PRESIDING:  Bill Glascock, Mayor

PRESENT:  Vice Mayor, Sandy Gothard, Council Members David Bennett, David Fussell, Catherine Kelley, Blair Ramey, City Attorney Bill Pickering, and City Clerk Cindy Roberts.   

CALL TO ORDER:  Mayor Glascock called the meeting of the City Council to order at 5:30 p.m. at City Hall, 1214 Lula Lake Road, Lookout Mountain, Georgia. 

Mayor Glascock opened with a prayer. The Mayor then made a presentation to the city to consider changing the layout of the new Town Center site plan. He was aided in this endeavor by Scott McClellan who approved of the new site plan, but indicated that he had some reservations about how the changes would affect the residential aspect of the Plan. The Mayor then brought to the Council’s attention, several issues relevant to the property including cost considerations and various site related alternatives to development. City attorney Bill Pickering then explained to the Council what approaches to proper zoning the City had with regard to the Town Center.

Councilman Gothard moved that the City Council refer to the Municipal Planning Commission, for investigation and report, the possible rezoning of property owned by Maclellan Properties and the City (as shown on attached site plan), with a view toward creating a new Town Center Zone.  Mr. Pickering explained that the new zoning would allow more architectural control moving forward. The motion was seconded by David Fussell and passed unanimously.

 The Planning Commissions next meeting will take place April 13, 2010.

Mayor Glascock asked for a motion from the Council Members to purchase a backhoe for the City.  The City placed a classified ad on February 17, 2010, in the Chattanooga Times Free Press.  David Fussell made a motion to make the purchase of a backhoe for not more than $25,000.  The motion was seconded by Catherine Kelley and passed unanimously.

There being no further business, the meeting was adjourned at 6:35 p.m.
